Ali Naraghi is an associate lawyer who keenly develops creative solutions to legal problems while putting our firm’s clients’ interests first. Ali relies on his diverse expertise including his background in physics and prior experience working in an environmental technical role to assist our firm’s clients comply with the law and navigate complex and technical environmental regulatory requirements.
Ali advises a broad range of clients including corporations, non-for profits, small business owners, municipalities and insurance companies. Ali’s practice focuses on environmental law and litigation, energy law, and natural resources law with specialized expertise in regulation of toxic substances, and resource recovery and circular economy legislation across Canada.
Ali represents clients in administrative proceedings, judicial review applications, environmental civil proceedings and regulatory prosecutions where he appears before the Ontario Energy Board, the Ontario Divisional Court, the Ontario Land Tribunal, the Ontario Superior Court of Justice and the Ontario Court of Justice.
Always eager to learn, Ali is equipped with a strong work ethic and is clear in his communications. He thrives in collaborative settings and works with other environmental professionals including lawyers, consultants, and experts to obtain the best possible outcome for clients.

APPEAL OF LOCAL FIRE DEPARTMENT’S INSPECTION ORDERS
Assisted a large manufacturing client in successfully appealing inspection orders by a local fire department before the Ontario Fire Marshal.
ENVIRONMENTAL INSURANCE COVERAGE: INSURER COVERAGE OPINION FOR A CONSTRUCTION RELATED INCIDENT
Assisted an insurer to evaluate a claim from an insured by providing an opinion about available coverages, exclusions and policy conditions under an existing environmental insurance policy.
REPRESENTATION OF A LARGE PRODUCER RESPONSIBILITY ORGANISATION IN A JUDICIAL REVIEW APPLICATION
Assisted and represented a large Producer Responsibility Organization Ontario in a Judicial Review Application before the Ontario Divisional Court for enforcement under Ontario’s extended producer responsibility legislation.
Environmental: Judicial Reviews and Interventions in Matters Relating to Toxic Substances Regulation
Prior to joining Willms & Shier Environmental Lawyers LLP, Ali worked on a broad range of administrative, constitutional, and environmental law topics and practiced before the Federal Court of Canada in judicial reviews and interventions in matters relating to the regulation of toxic substances. Ali also has years of experience in litigation, administrative and regulatory law where he appeared frequently before administrative tribunals in Ontario.
