Canadian provinces have adopted the principles of a three-phase environmental site assessment (ESA) to guide the rehabilitation process for contaminated sites. However, the first of the three phases, the Phase 1 ESA, has increasingly been extended beyond its original intent, which was to help define the scope of rehabilitation. Commonly, it is now part of the due diligence process for lenders and others involved in industrial and commercial real estate transactions.
