Paul Manning is a partner at Willms & Shier Environmental Lawyers LLP and an Environmental Law Specialist, Certified by the Law Society of Upper Canada.
He holds a Masters degree in Environmental Law and obtained a U.K. accreditation as an expert in Planning Law.
Paul’s practice focuses on three main areas
Tribunal and Appellate Advocacy - Paul appears regularly before tribunals, including the Environmental Review Tribunal, the Ontario Energy Board and the Ontario Municipal Board. He also appears before the courts in appellate and Charter hearings.
Regulatory - Paul represents clients in environmental regulatory matters, including approvals, compliance, enforcement and defense to prosecution. He also represents clients in energy regulatory matters including rate, supply mix, conservation, and infrastructure proceedings.
Green Energy Law - Paul has a special expertise in green energy law. He advises clients on the impacts of the Ontario Green Energy Act and Green Economy Act, and on anticipated provincial, national and international climate change regulation. His clients include renewable energy generators, industrial corporations, municipalities and aboriginal groups. Paul holds a Certificate in Carbon Finance from the University of Toronto.
Paul is on the Executive Committee of the National Environmental, Energy and Resources Law Section of the Canadian Bar Association and on the Environmental Sub-Committee of the Ontario Energy Association.
Paul has spoken on environmental issues nationally and internationally and has produced articles for publication in legal periodicals in both Canada and the United Kingdom.
